United Economic Council allows three Ukrainian regions to import Russian goods via LPR

The United Economic Council has allowed business people from the Kharkov, Kherson and Zaporozhye regions to import goods from Russia via the Lugansk People’s Republic, LPR Customs Committee Chairman Yuri Afanasyevsky said at a press briefing at the Government House.

On April 21, the UEC adopted the decision “on certain activities of non-residents in the common customs space.”

“Under the document, non-resident businesses from the Kharkov, Kherson and Zaporozhye regions are allowed to ship goods, purchased from Russian Federation residents, into the LPR as part of implementation of contracts concluded after April 2022. Such goods are subject to customs clearance as imports and have to be moved out of the common customs space within five days. That is, the sale of such goods in the LPR is prohibited,” Afanasyevsky said.

Non-residents have to register with the LPR State Customs Committee to engage in foreign economic activities, he said.

The LPR customs bodies will process documents drawn in Ukraine and in the Ukrainian language without translating them into Russian. “Such documents are not subject to legalization or apostilling,” the official added.

Earlier, the UEC allowed duty-free foreign trade transactions with three Ukrainian regions. *i*s
