New LPR Constitution stipulates election of regional head by parliament - lawmaker

The new Constitution of the Lugansk People’s Republic states that the head of the Republic is elected by the People’s Council (parliament), LPR lawmaker Alexander Kriyerenko told the Lugansk Media Center.

 

 “The Russian Federation has two election models: direct vote and election of head of the region by the legislative body,” Kriyerenko said.” The Constitution we have adopted stipulates the second option, i.e. election by parliament.”

 

The election process will remain as democratic as possible, he added.

 

“This by no means implies that some information might be withheld.  The Constitution states that any person in the election by parliament has the opportunity to put forward his candidacy and address the People’s Council prior to the vote. We tried to keep the democratic procedure intact to the maximum extent possible in the conditions of the frontline's running along the edge of our Republic,” the lawmaker said.

 

On May 11, 2014, the Lugansk and Donetsk People’s Republics and several areas controlled by Kiev forces, held a referendum on LPR and DPR self-determination. Voter turnout in the Lugansk Region made up 81 percent and in the Donetsk Region 75 percent. LPR and DPR independence was supported by 96.2 percent and 89.7 percent of voters, respectively. The Republics proclaimed their state sovereignty on 12 May 2014. On May 18, 2014, the People’s Council adopted a provisional Fundamental Law (Constitution) of the Lugansk People’s Republic. On May 15, 2020, LPR leader Leonid Pasechnik established LPR Constitution Day by his decree. It is marked annually on May 18.

 

The Lugansk People’s Republic became a part of Russia on September 30, 2022 following the unification referendum.*i*v
