The Melovsky, Markovsky and Novopskovsky districts of the Lugansk People’s Republic which have been liberated from Kiev forces have signed cooperation agreements with the Voronezh region of the Russian Federation.

The documents were signed at the LPR Government House by governor of the Russian region Alexander Gusev and the heads of the three LPR districts.

“Today, three agreements have been signed between the Voronezh region government and representatives of the Melovsky, Markovsky and Novopskovsky districts,” said LPR Head Leonid Pasechnik was who present at the meeting. “It means that the Voronezh region is taking the designated districts under patronage and will help them with the rebuilding.”

The Voronezh region will help restore local infrastructure which was ruined in the course of fighting or became rundown under Ukrainian rule, he said.

“You saw that except two roads, nothing at all had been done (in the designated districts); there are no other roads, the infrastructure is rundown, nothing functions, so we’re facing a challenging task to restore, rebuild and launch our economy, and in this, our brothers from the Russian Federation will give us a hand, including Voronezh region representatives,” Pasechnik said.
The LPR leader thanked the Voronezh region governor for the decision to help LPR areas noting that it was yet another step on the way towards Donbass integration with the Russian Federation.

Gusev said that the Voronezh region administration and residents worried about the future of the Lugansk People’s Republic.

“For our part, we’ve actively joined (the provision of assistance) understanding the problems: schools have to be prepared for the new school year, the health care system needs medicines; we’re just beginning to work on roads and hand over utility equipment,” the governor said.

He said that the Voronezh region would also help business people and farmers of the three LPR districts.

“We’ve found the option where Russian companies purchase products stored by companies (in the designated LPR districts) to help them raise working capital for harvesting,” Gusev said.

Earlier, Russia’s Bryansk region pledged to help Bryanka, the Novosibirsk region will aid the Belovodsky district and the Volgograd region will take Alchevsk under patronage. Moscow will assist in construction works and repairs in Lugansk, the Kaluga region in Pervomaisk and the Altai Territory in the Slvayanoserbsk district. Medics and road construction workers from Bashkortostan are working in Krasny Luch. Saratov region representatives have inspected social and housing infrastructure in the Svatovsky district.

The Ukrainian government launched the so-called anti-terrorist operation against Donbass in April 2014.  The members of the Contact Group have announced ceasefire more than 20 times since the autumn of 2014. Kiev forces regularly violated the truce opening fire with large caliber artillery, mortars and tank guns which were to have been withdrawn from the contact line under the accords.

On February 21, 2022, Russian President Vladimir Putin recognized the sovereignty of the Lugansk and Donetsk People’s Republics. He asked the Federal Assembly to support this decision and then ratify a friendship and mutual assistance treaty with the Donbass Republics.
