Russian ministry suggests soft loans for businesses in new regions

The Russian Economic Development Ministry has suggested launching a program for easy-term loans at 10 percent for small and medium businesses in the new regions.
 
“The initiative targets small and medium businesses domiciled in the Donetsk and Lugansk People's Republics or Zaporozhye and Kherson regions,” the ministry said in an explanatory note.
 
The loan sum must not exceed 50 million rubles, with a payback period of up to three years. The Ministry plans to implement this program in the period from 2023 to 2025.
 
 The company which applies for an easy-term loan cannot have a stake over 25 percent in the authorized capital of an organization that does not belong to the category of small or medium businesses. Also, loans are not granted to the recipient in bankruptcy.
 
A small or medium business can select a bank for drawing a loan; a lack of bank account or collateral cannot be the reason for refusing a loan. A program participant can make a loan agreement only with one financial organization, the Russian Economic Development Ministry said.
